Iran is ready to restart atomic talks with the United States provided that it is approached with "dignity" and "honor", Iran's top diplomat has announced.

The Iranian diplomat said solely negotiations produced results, and revealed recent overtures had been made by go-betweens to restart talks with the US government. He asserted Iran possessed no secret atomic facilities, and Iran could not yet allow the International Atomic Energy Agency to visit bombed nuclear sites for security reasons.

Walking a Challenging Course

The foreign minister is navigating a difficult route since Iran aims to avoid be perceived to be acting from a situation of disadvantage, and he consistently maintained that Iran had come out more powerful defensively and psychologically from the coordinated strike on its nuclear sites in June.

He was speaking at a strategic meeting in Tehran where he reaffirmed that Iran had "an inalienable right to process nuclear material on home soil that it will never give up" – the primary cause of the impasse in the prior discussions.

Previous Talks Suddenly Concluded

The previous five rounds of talks between the US and Iran were ended suddenly and hostile termination on 12 June when the Israeli government, with American backing, targeted Iranian nuclear sites in a fortnight-long engagement that culminated with the American leader asserting the sites had been obliterated. Following this, European countries used their privilege to reimpose UN-wide sanctions, but Iran asserts they have not had a significant effect.

Ideal Resolution Offered

Iranian officials said they felt they had achieved a "magic solution" to the uranium processing matter in previous talks, when it was agreed an local partnership with American involvement could refine atomic fuel. Both sides would have been able to claim victory since local refinement would have continued and the US could be assured that Iran's enrichment initiative was entirely non-military.

It had not been decided in the talks that Washington's technical specialists could work on Iranian soil, but that was a natural consequence of the partnership suggestion. Representatives asserted three times they had achieved a deal with the US representative the American negotiator only for the arrangement to collapse due to "spoilers in Washington".

Existing Status

Tehran representatives said the cooperative arrangement was now withdrawn, but it seems very probable the proposal could be resurrected in certain ways if discussions resume.

The Iranian foreign ministry has been charged of non-responsiveness in the face of Trump's direct instinctive approach, but Tehran states dialogue is not part of a performance.

Negotiating Stance

In his speech to the conference, aimed to portray the US as a dominant force that exploits the idea of worldwide standards, Araghchi said the two-week conflict showed the dispute could not be resolved by military means. He said the strikes commenced with a Washington's ultimatum for an total Iran submission and culminated with an absolute demand for a ceasefire.

Iran is certain the initial Israeli attacks were mounted with complete American awareness and collaboration, making faith difficult to restore.

Dialogue Stays the Final Solution

Araghchi declared: "It was not Iran that had fled dialogue; it was the United States and the European states that had always sought to dictate their will during the discussions. Dialogue can still be viable and continues the primary resolution to address conflicts, but its criteria, rules and principles must be adhered to."

"Provided that they speak to the citizens of Tehran with the approach of dignity and respect, they will obtain a reply in the identical approach."

Recovery and Reconstruction

In what is described by Iranian officials as the struggle of restoration and recovery, Araghchi claimed he was certain Iran's military capacities "are considerably enhanced than preceding 13 or 14 June of this year. Our entire military infrastructure have been rebuilt. We learned multiple understandings from this conflict; we have discovered our personal limitations and the shortcomings of the enemy."

He continued: "We managed to survive this conflict. Our enrichment knowledge, which they planned to obliterate, continues to exist. The facilities and gear, if eliminated, will be restored; what is crucial is the determination of the citizens of Tehran and then the unity of the country that they targeted, but failed to shatter. The Iranian people have grown more powerful, more integrated, and more backing of the government and the state in the aftermath of this assault."
